An applicant's score in each of five evaluation categories determines where an application is ranked in the competition. The five categories are:

1. Potential to Enhance Global Competitiveness.
2. Performance Measurement.
3. Partnership and Priorities.
4. Creativity and Capacity.
5. Budget and Sustainability.
