Members of the Transportation, Construction, Mining, and Agricultural Equipment ISAC have provided advice on issues, such as, China Compliance; Free Trade Area of the Americas (FTAA) negotiations; and Asia Pacific Economic Cooperation (APEC) liberalization. The ISAC members also continue to advise the Administration on China WTO Accession and U.S.-Latin American trade issues.
Industry Representatives serving on the Industry Sector Advisory Committee on Transportation, Construction, Mining, and Agricultural Equipment have a voice in U.S. trade policy formulation through the Industry Consultations Program (ICP), which emerged from the Trade Act of 1974 to ensure that trade negotiators were coordinating with the private sector during trade negotiations. Based on the program's success, the ICP was renewed and expanded by the Trade Agreements Act of 1979 and the Trade and Competitiveness Act of 1988. Through the ICP, the Department of Commerce, the USTR, and other agencies work side-by-side with business leaders in their role as advisors to the U.S. Government. The Department of Commerce and USTR have joint responsibility for operating the advisory committees of the ICP and jointly review all applications to the industry sector advisory committees.
