FOR TRADE POLICY MATTERS




Background Information
The Industry Sector Advisory Committee on Small and Minority Business for Trade Policy Matters (ISAC-14) is the only advisory committee to the U.S. Government on small and minority business export concerns. As such, ISAC-14 offers a unique perspective on trade policy issues that helps to keep the work of the U.S. Department of Commerce (Commerce) and the Office of the U.S. Trade Representative (USTR) relevant to the real export problems small and minority businesses face.

ISAC-14 provides advice on a broad range of trade policy issues and initiatives including customs, standards, e-commerce, minority business exporting challenges, trade finance, WTO, APEC, OECD, FTAA, and other concerns of the small and minority business community. In addition to these, recently, the committee has addressed such issues as China PNTR, SME participation in the WTO Ministerial, better education about SME export assistance services, and the future of the trade advisory process.

ISAC-14 is administered by the Industry Consultations Program (ICP), created by the 1974 Trade Act, to ensure that trade negotiators coordinate with the private sector during trade negotiations. Based on the program's success, the ICP was renewed and expanded by the Trade Agreements Acct of 1979 and the Trade and Competitiveness Act of 1988. Commerce and USTR have joint responsibility for operating the advisory committees of the ICP.

Eligibility for Membership on the Small and Minority Business ISAC
ISAC-14 is comprised of industry representatives from the small and minority business sectors. Committee members are U.S. citizens representing U.S. small or minority manufacturing or service firms that trade internationally and have a special interest in and knowledge of international trade issues.
