Access to the Herbert C. Hoover Building (HCHB) is controlled by the Security Guard Force and key card readers.
Procedures for Obtaining Employee Building Pass
Upon employee's Entrance on Duty (EOD), the Security Office will request Building Passes for new employees. The new employee will also receive an office key provided the Office of Human Resources Management provides the Security Office with the office room number for the new employee.
Procedures for Obtaining Electronic Building Key Cards
Managers will submit a memorandum to Carla Smith, Building Security Manager, in room 1066, through the ITA security staff, room 1066, to request a key card for authorized employees. Key cards are normally issued for personnel authorized to park in north or south parking lots.
Access for Temporary Employees, Student Interns and Contractors
To obtain a laminated temporary building pass, valid for the length of stay, managers should submit an e-mail with the individual's name, social security number, date of birth, place of birth, organization, room number, telephone number, and duration of employment to "OSTOP@doc.gov" or use the GroupWise address book search list to find "STOP, ONE". A temporary employee who works for a private sector employment agency, e.g., Temp World, Kelly Services, must have the name of the company listed in the e-mail.
Access for Visitors During Normal Business Hours, (7:30 a.m to 5:30 p.m., Monday through Friday, except holidays)
All visitors must report to the main entrance on 14th Street or the basement tunnel entrance from the Reagan Building and identify themselves to the security guard. The security guard will call the employee/office to be visited and announce the visitor. The visitor will be issued a one day temporary pass and given directions to the office to be visited. The visitor is required to produce a picture identification, which will be left at the guards' desk until departure.
Access for visitors During Security Hours, (5:30 p.m. to 7:30 a.m., Monday through Friday, weekends and holidays)
Managers must submit Form CD-165, "Admittance to Department of Commerce Facilities During Security Hours", in advance to Carla Smith, Building Security Manager, through the security staff to permit the admittance of official visitors during security hours. During Security Hours, visitors must sign in at the Main Lobby guard desk and be escorted by an ITA employee at all times.
Employees may arrange for visits by family members by completing Form CD-328, "Employee Acknowledgment of Responsibilities", available at the Main Lobby guard desk.
