Information is classified in one of two ways,
Originally or Derivatively.
1. Original Classification is a
first time decision that new or previously unclassified information requires
protection against unauthorized disclosure. Only individuals specifically
authorized in writing (normally DAS and above) may classify documents
originally.
2. Derivative Classification is the
act of incorporating, restating or generating in new form information that is
already classified, and marking the new material with the same markings as the
classified source documents. Any individual with a secret or top secret security
clearance, who is required by the work to restate classified source information,
may classify derivatively.
3. The purpose of marking classified
material is:
- To alert the holder that the information requires
protection and the degree of protection required.
- To advise how long it requires protection and
facilitate downgrading and declassification actions.
4. The following required markings
are placed on all classified documents at the time of classification:
- Overall classification (Top and
bottom on the first page, each interior page, and on the outside of the back
page.)
- Portion marking (Each section,
part, paragraph, subparagraph or similar portion with the classification level
initial, e.g. (S) for "Secret").
- A "Classified by" line (Original
classification "name and title" or Derivative classification "source
document").
- Reason for classification.
The classifier shall include, at a minimum, a brief reference
to the classification category or categories, or the number 1.5, plus the
letters that correspond to that classification category in section 1.5 of
Executive Order 12958.
- A "Declassify on" line (a
specific date or event, not to exceed 10 years from the date of original
classification). If the classifier determines the information requires
protection beyond 10 years, the "Declassify on" line shall include
declassification instructions listed in section 3.4 of Executive Order
12958.
