How to Package Classified
Material for Mailing |
Classified material can be mailed within and between the U.S. and its territories, provided the following procedures are followed:
1. Enclose classified material in an inner envelope.
2. Mark the inner envelope plainly on both sides with:
WNINTEL (WN) Warning Notice-Intelligence Sources or Methods Involved.
ORCON (OC) Dissemination and Extraction of Information controlled by Originator.
NOFORN (NF) Not releasable to Foreign Nationals.
3. Attach a Classified Material Receipt, CD-76, to the inner envelope for all SECRET material.
4. Enclose the inner envelope, with classified material, in an outer envelope.
5. Mark the outer envelope with the complete mailing address and return address ONLY. (Do not indicate in any way on the outer envelope that the package contains classified material.)
6. Send double enveloped packages with SECRET material through the U.S. Postal Service via REGISTERED MAIL.
7. Send double enveloped packages with CONFIDENTIAL material through the U.S. Postal Service FIRST CLASS or EXPRESS MAIL, with the outer envelope stamped:
FIRST CLASS
POSTMASTER: DO NOT FORWARD, RETURN TO SENDER.
