Secure Telephones, formally known as Secure Telephone Unit (STU-III) are now referred to as Secure Terminal Equipment (STE)
To obtain a Secure Terminal Equipment (STE) unit and associated crypto card complete the following procedures:
1. Prepare two CD-435's. (See attached)
2. Prepare a Sole Source Justification, CD-492. (See attached)
3. Have a phone line installed or available (Contact OOMS in Room 4001 for assistance).
4. Submit a memorandum to the ITA Safety and Security Coordinator in Room 7834, which describes your requirements/justification, provides the name of the organization to appear on STE display (e.g., Security Office), and provides the classification level of key requested (Unclassified, Confidential, Secret or Top Secret).
5. Provide the ITA Safety and Security Coordinator (Tony Proctor, 202-482-2384) a copy of CD-435's.
6. Obtain the ITA Safety and Security Coordinator's approval of the proposed STE location within the office.
7. Submit the approved package, consisting of the CD-435's and the CD-492, through normal procurement channels.
