- How to Open an
Express Mail Account

Government Purchase Cardholders
can use their purchase cards to pay for express mail services
provided by Federal Express (FEDEX) and DHL Worldwide
Express(DHL) when they go on-line and open an express mail
account with either FEDEX or DHL. Discounted government rates are
offered by FEDEX for domestic and international services and by
DHL for international services. This service allows users to save
frequently used mailing addresses and the purchase cardholder to
order pre-printed air bills for their immediate office. Only one
Purchase Cardholder per office can open an account with one or
both companies, depending upon the office's needs. Express mail
charges will be billed directly to the cardholder's account and
the charges will be listed on the monthly purchase card
statement.
To open an account, a Purchase
Cardholder must:
- Complete form ITA-2066,
"Application for GSA Smart Pay Express Mail
Program", for Federal Express and/or DHL by logging
onto Ourplace at http://ourplace.ita.doc.gov/ and selecting the e-forms menu
option.
- Fill out the credit card number,
cardholder's name, and card expiration date. You will
receive your account number by fax reply from the
company.
- Order a supply of pre-printed
airbills when the application is submitted. Be sure to
fill out the section of the application that references
the details and quantity.
Once an account number is
established:
- Users may go on-line to http://www.federalexpress.com/ or http://www.dhl.com/ and follow the directions provided
by the FEDEX or DHL to obtain your individual ID number
and password to create and print out airbills.
- Upon completion of an airbill,
remove the sender's copy of airbill and give it to the
purchase cardholder as supporting documentation for the
monthly statement.
- The cardholder will identify each
charge by matching up the sender's copy of the airbill
number, shipping date, and shipping cost.
- Cardholders are responsible for
maintaining the office's supply of pre-printed airbills.
