The Computers for Learning website at www.computers.fed.gov/property/pm1.asp provides Government agencies with a quick and easy system for transferring excess computers and automatically tracking transfers so that Government agencies can generate an annual report to GSA. Donations through the website are limited to donations for pre-kindergarten through 12th grade schools and educational nonprofit organizations that serve pre-kindergarten through 12th grade children, are tax exempt and operate exclusively for education.
You may donate computers in two ways: (1) ship the excess equipment to the NOAA warehouse, which will arrange the donation through it's own list of recipient organizations, or (2) you may arrange to donate the equipment to a school or non-profit of your choice by following the instructions below.
The Property Custodian will:
The School or Nonprofit Organization will email acceptance or decline the donation.
The Property Custodian will send the form on the website which transfers title to the computers from ITA to the school or nonprofit organization if they would like to receive the computers.
The School or Nonprofit Organization will mail an acceptance letter signed by the principal or director enclosing the signed transfer of title form to the property custodian.
The Designated Information Technology Contact for the ITA program units, Administration/Office of the Under Secretary will work with the Office of the Chief Information Officer (OCIO) to ensure that software licensing agreements are not violated and complete the security erasure of the hard drive before the computers can be released for donation.
The Property Custodian will:
1. Prepare a CD-50 (available on E-form website) to transfer the property to the NOAA Warehouse after receiving the signed transfer of title form, .
2. Mark 'DONATION' on the CD-50 and annotate the CD-50 with the name, address and telephone number of the school or nonprofit organization that will receive the donation.
3. Send the CD-50 to Shipping and Receiving, Room B-511.
Shipping and Receiving will pickup the computers and release them to the NOAA Warehouse.
The NOAA Warehouse will:
The Property Custodian will notify the school or nonprofit organization of the date/time to pick up the computers from the NOAA Warehouse.
The NOAA Warehouse will release the computers only to the representative of the designated school or nonprofit organization with proper identification.
