A Statement of Work (SOW) is essential when purchasing commercial services. A SOW should accompany a C. Request Action and address your unique requirements of the product or service you want to purchase. Include a complete description of services required, period of performance and how or why the acquisition supports your program initiative. Using the following categories as a guide, provide the following information for each section:
Section 1. Background Information – Provide a general description of the requirement, the purpose of the project and how the requirement evolved and any relationship the requirement has to the program or advancement of ITA’s mission.
Section 2. Purpose and Objectives - Provide a concise overview of the project and include goals and objectives.
Section 3. Contractor Requirements – Describe the specific task the vendor will perform. Provide direction on any specific methodologies that should be used and period of performance.
Section 4. Government Responsibilities – List any government furnished data, property or facilities. Describe government responsibility for review, approving reports and final products generated under the contract.
Section 5. Deliverable or Delivery Schedule – Describe what the contractor shall provide, identify contractor’s responsibilities, identify any specialized expertise and services, training, documentation, as applicable.
Section 6. Inspection and Acceptance Criteria – Identify and describe what will be inspected and approved, who will inspect and approve final product, when the inspection will occur and what procedures the Government will use to accept the final product or service.
Section 7. Evaluation Criteria – Prepare technical evaluation criteria, including weights for each criterion, that describe the basis of evaluation of bids and selection of contractor.
Section 8. Period and Place of Performance – Specify whether the work is to be performed at a Government site or the contractor’s site and specify the performance period, i.e., hours, days, weeks or months.
Section 9. Attachments – Include all relevant documents referred to in the SOW and all specifications/standards the contractor must follow.
