How to Procure Private Sector Temporary Services

A private sector temporary services firm may be used to procure short-term assistance for up to 120 workdays to fill-in for Federal employees on maternity leave or sick leave, for temporary increase in workload, or special projects which cannot be met with current employees. The same temporary worker may be retained throughout the assignment. One 120-workday extension of the procurement and temporary worker is permitted. An exception may be made for the same individual to work a maximum of 240 workdays only if the agency determine that use of the same individual will prevent significant delay. Before approving an extension, the Office of Human Resources Management (OHRM) must check for available displaced Federal employees. OHRM has the authority to approve requests for extension of private sector temporary services. ITA managers interested in obtaining short-term temporary services (used primarily for clerical assistance) should follow the procedures outlined below:

  1. Prepare and submit a completed CD-435, "Procurement Request" form and a ITA 2079, "Checklist and Certification for Using Private Sector Temporaries" form (available from Ourplace at https://ourplace.ita.doc.gov/) to OHRM.

  2. Your staffing specialist will review the package and obtain approval from the Human Resources Manager.

  3. Hand-carry the package to your Office of Financial Management (OFM) budget analyst, Room 4116, for budget authorization.

  4. Hand-carry the request to the Office of Organization and Management Support (OOMS), Room 4001. OOMS will process it and forward to NOAA Procurement, which will issue a purchase order and arrange for the service.

  5. If the total dollar amount of the request does not exceed $2,500, only the "Checklist and Certification for Using Private Sector Temporaries" must be completed. This form is taken to the OHRM staffing specialist for the approval of the Human Resources Manager, and then the office Purchase card may be used by the requestor to procure the temporary services directly. The approved "Checklist and Certification of Using Private Sector Temporaries" must be included with your monthly Purchase Card statement.
