- How to Detail an
ITA Employee

A detail is the temporary assignment of
an employee to a different position or set of duties for a
specified period of time. Officially, the employee continues to
hold the position from which detailed and keeps the same status
and pay. The assignment of an employee to a position with same
grade, series, and basic duties is not defined as a detail so
long as positions are in ITA.
Purposes:
- Changes in mission/organization
- Unexpected increase in workload
- Special projects
- Extended absences
For details exceeding 30 calendar
days submit:
- SF-52, "Request for Personnel
Action" with beginning and ending dates of detail.
- Position description with CD-516,
PD coversheet, "Classification and Performance
Management Record" or statement of duties without PD
coversheet.
- Justification outlining purpose of
detail and type of detail: reimbursable or
non-reimbursable. Non-reimbursable details to other
agencies must state how the detail relates to the ITA's
appropriation and will aid in accomplishing the purpose
for which the appropriation is provided.
- Details are terminated or extended
by submitting a separate SF-52. An extension request must
be submitted 4 weeks in advance of expiration date.
Prohibitions:
- Employees appointed permanently
from competitive registers or under direct hire
procedures may not be detailed for three months after the
initial appointment.
- Employees may not be detailed to a
higher grade or to a position with greater promotion
potential for more than 120 calendar days without
completion of competitive procedures.
- Initial details may only be made
for up to 120 calendar days and extensions can be made
only in increments of up to 120 calendar days.
- Employees may not be detailed outside of DOC such as to
Congress, the White House, the Office of Management and
Budget and related offices without prior DOC approval.
