Preparation/Clearance of Economy Act Memorandums of Understanding In addition to any other clearance needed, Office of the General Counsel and NOAA's procurement staff must clear on reimbursable agreements or Memorandums of Understanding under the Economy Act. These agreements with other government agencies are for services that may be available from the private sector. The package should include: A form ITA-237, Reimbursable Agreement, or Memorandum of Understanding (or Agreement) completed and signed by a program unit official; a narrative statement indicating why it is in the best interest of the Government to obtain the services from a Government source rather than a private sector source; and an ITA Concurrence Record including NOAA Procurement, Office of the General Counsel and ITA Budget Division. The package should be delivered to the ITA Budget Division which will obtain NOAA and Office of the General Counsel clearance before signature. If you have questions, please contact Alan Zegas at (202)482-5739. Just a friendly reminder: All proposals to establish, re-establish, or renew an advisory committee and all notices of meetings closed to the public, must be reviewed by the Office of Organization and Management Support (OOMS) before submisson to the Under Secretary for signature. If you have questions regarding this procedure, please contact Jacqueline Harris at (202)482-4011 or via email at Jacqueline_Harris@ita.doc.gov.
