Preliminary Affirmative Countervailing Duty
Determination and Alignment of Final Countervailing Duty Determination
with Final Antidumping Duty Determination: Certain Hot-Rolled Carbon
Steel Flat Products from Argentina

Background:
February 8, 2001, the Department of Commerce (DOC)
announced the preliminary determination in the above-referenced
countervailing duty (CVD) determination.
This case was included in a petition
filed on November 13, 2000, against hot-rolled steel (subject merchandise)
from Argentina, China, India, Indonesia, Kazakhstan, Netherlands,
Romania, South Africa, Taiwan, Thailand, and Ukraine. On January
16 and 17, 2001, Siderar, a company identified in the petition as
a producer/exporter that shipped subject merchandise to the United
States during the period of investigation (POI), and the Government
of Argentina (GOA) informed the Department that they were not going
to participate in the investigation. As a result, we calculated
the net subsidy rates in the preliminary determination using the
facts available in the petition.
Petitioners:
The petition in this investigation
was filed by Bethlehem Steel Corporation, Gallatin Steel Company,
IPSCO Steel Inc., LTV Steel Company, Inc., National Steel Corporation,
Nucor Corporation, Steel Dynamics, Inc., U.S. Steel Group, a unit
of USX Corporation, Weirton Steel Corporation, Independent Steelworkers
Union, and the Independent Steelworkers of America.
Product Description:
The merchandise subject to this investigation
is certain hot-rolled carbon steel flat products from Argentina.
The technical language describing the scope of this investigation
will be included in the preliminary determination notice which will
be published in the Federal Register.
