Preliminary Countervailing Duty Determinations
and Alignment of Final Countervailing Duty Determinations with Final
Antidumping Duty Determinations: Certain Hot-Rolled Carbon Steel
Flat Products from India, Indonesia, South Africa and Thailand

Background:
On April 16, the Department of Commerce (DOC) announced
the preliminary determination in the above-referenced countervailing
duty (CVD) determinations.
These cases were included in a petition filed on November
13, 2000, against hot-rolled steel (subject merchandise) from Argentina,
China, India, Indonesia, Kazakhstan, Netherlands, Romania, South
Africa, Taiwan, Thailand, and Ukraine.
Petitioners:
The petition in these investigations was filed by
Bethlehem Steel Corporation, Gallatin Steel Company, IPSCO Steel
Inc., LTV Steel Company, Inc., National Steel Corporation, Nucor
Corporation, Steel Dynamics, Inc., U.S. Steel Group, a unit of USX
Corporation, Weirton Steel Corporation, Independent Steelworkers
Union, and the United Steelworkers of America.
Product Description:
The merchandise subject to the CVD investigations
is certain hot-rolled carbon steel flat products from India, Indonesia,
South Africa, and Thailand. The technical language describing the
scope of this investigation will be included in the preliminary
determination notice which will be published in the Federal Register.

AFFIRMATIVE PRELIMINARY DETERMINATION
Preliminary Net Subsidy Rates:
India, Indonesia, South Africa and Thailand had affirmative
preliminary determinations. The following information can be found
in the preliminary notice. The Department will instruct the Customs
Service (Customs) to suspend liquidation of all entries of the subject
merchandise, which are entered or withdrawn from warehouse, for
consumption on or after the date of publication of this notice in
the Federal Register, and to require a cash deposit or bond for
such entries of the merchandise in the amounts as indicated below.
