On February 5, 2002, the Department of Commerce ("the Department") announced the final determination of the antidumping investigation of certain hot-rolled flat-rolled carbon quality steel products ("hot-rolled steel") from Brazil. Pursuant to the Department’s regulations, the Department considered 1) whether sales were made above the reference price specified by the suspension agreement and 2) whether respondents eliminated 85% of the dumping margin from the investigation for each entry in its analysis of the sales made by Companhia Siderurgica Nacional (CSN), Usinas Siderurgicas de Minas Gerais (USIMINAS), and Companhia Siderurgica Paulista (COSIPA). For the final results, we have found that Brazilian producers of hot-rolled steel have violated the terms of the agreement. As a result, we will terminate the agreement, suspend liquidation of entries of hot-rolled steel from Brazil, and publish an antidumping duty order instructing the U.S. Customs Service to collect antidumping duties ranging from 41.27 to 43.40 percent.

The AD petitions were filed on behalf of the U.S. steel industry by the following domestic producers: Bethlehem Steel Corporation, LTV Steel Company Inc., National Steel Corporation, and United States Steel LLC.

The merchandise subject to this investigation is hot-rolled flat-rolled carbon quality steel products. The technical language describing the scope of the investigation will be included in the final determination notice which will be published in the Federal Register.
