Antidumping
and Countervailing Duty Investigations: Certain Cold-Rolled Flat-Rolled
Carbon-Quality Steel Products from Argentina, Brazil, the People's
Republic of China, Indonesia, Japan, the Russian Federation, Slovakia,
South Africa, Taiwan, Thailand, Turkey, and Venezuela.
On January
19, 2000, the Department of Commerce ("DOC") announced the final
determinations in the antidumping ("AD") investigations on Certain
Cold-Rolled Flat-Rolled Carbon-Quality Steel Products ("Cold-Rolled
Steel") from Argentina, Brazil, Japan, the Russian Federation, South
Africa, and Thailand and the countervailing duty ("CVD") investigation
on Cold-Rolled Steel from Brazil. The DOC will announce the final
determinations in the AD investigations on Cold-Rolled Steel from
Turkey and Venezuela on March 14, 2000, and March 30, 2000, respectively.
The final determinations in the AD investigations on Cold-Rolled
Steel from Indonesia, People's Republic of China, Slovakia, and
Taiwan will be announced on May 23, 2000.
PETITIONERS:
The AD and
CVD petitions were filed on behalf of the U.S. steel industry by
the following domestic producers and unions: Bethlehem Steel Corporation;
Gallatin Steel, Gulf States Steel, Inc.; Ispat Inland Inc.; LTV
Steel Company, Inc.; National Steel Corporation (except for Japan);
Steel Dynamics, Inc.; U.S. Steel Group (a unit of USX Corporation);
Weirton Steel Corporation; the United Steel Workers of America;
and the Independent Steelworkers Union.
CRITICAL
CIRCUMSTANCES ALLEGATIONS:
The DOC continues
to find that critical circumstances exist with respect to the following
countries and companies: Brazil (AD only) (with respect to Usiminas,
Cosipa, CSN, and All Other Producers/Importers), and Japan (with
respect to Kawasaki Steel Corporation, Kobe Steel Ltd., Nippon Steel
Corporation and Nisshin Steel Co., Ltd.). If the International Trade
Commission ("ITC") also finds critical circumstances, imports of
these products will be liable for duties 90 days prior to the DOC's
preliminary determinations.
PRODUCT
DESCRIPTION:
The merchandise
subject to these investigations are certain cold-rolled flat-rolled
carbon-quality steel products. The technical language describing
the scope of the investigations will be included in the notice of
initiation which will be published in the Federal Register.
