The following pages are intended to provide a handy reference on selected pay topics. The material excerpted from the Code of Federal Regulations isn't intended to be exhaustive of any subject. It is a backdrop for examples and illustrative material gathered from other sources. Because it deals selectively with regulatory material on highly technical subjects, it must be read together with the Code of Federal Regulations, Parts 530 to 595, to ensure meaningful knowledge. As a quick reference, together with the worksheets, examples, and case law, we hope it will be a useful time saver for manager and human resources personnel alike. Many of the subjects were chosen on the basis of questions asked most frequently of the headquarters staff.
The levels of delegation listed in this Handbook reflects the authorities to make human resources management decisions, to administer human resources management programs and activities, and to effect personnel actions as cited in DAO 202-250, excluding those for which administrative approval is still required within the Office of the Secretary.
The pay setting authority of heads of operating units listed in this Handbook does not prescind from the responsibility which they share with human resources managers for the legality, propriety, technical sufficiency, and maintenance of documentation whereby pay actions may be reconstructed and overall operations or programs evaluated.
