The Merit System Principles
(adapted from Section 2301 of title 5, United States code)
- Recruit from appropriate sources representing all segments of society
- Select and advance only (a) qualified individuals, (b) soley on their relative ability, and (c) after fair and open competions that assures equal opportunity.
- Treat employees and applicants fairly.
- Manage employees efficiently and effectively.
- Educate and train employes when it will result in better organizational or individual performance.
- Correct inadequate employee performance.
- Separate those employees who cannot or will not meet performance expectations.
- Protect employees against arbitrary action, favoritism, and reprisal.
- Prohibit employes from using their official authority or influence to interfere with or affect the result of an election.
- Compensate employees on the basis of equal pay for work of equal value.
- Provide appropriate incentives and recognition for excellence in performance.
- Maintain high standards of integrity, conduct, and concern for the public interest.
