Scoring Our Initiatives

When it comes to how well we achieve our human capital goals, a two-level process has been put into place. The first level is our own Human Resources Office, and the second level is OMB. In the first level of the process, we are required to grade ourselves on our success in the various “Standards for Success” and report an overall score. This is all done through our PMA Scorecard. The PMA Scorecard breaks down the eight “Standards for Success” in the Human Capital initiative. Each area has two to three requirements that’s must be achieved before reaching a successful rating. Based upon our progress, we will grade ourselves with one of three ratings. The scorecard will then go to OMB, which is the second level of the process. Upon review, they will return it with a grade of their own pertaining to our progress. They will tell us why they may or may not agree with the rating we initially gave ourselves. To gain more of an understanding of the items found on our scorecard, please read further below.

There are three different ratings given to the departments and major agencies within the Executive Branch. The grading system is simple:

  • A Green scorecard represents success,
  • A Yellow scorecard represents mixed results, and
  • A Red scorecard represents unsatisfactory.

Status

Scores for "status" (on the left side) are based on the scorecard standards for success. Please reference only the first chart dealing with Human Capital in regards to ITA OHRM’s scorecard. The President’s Management Council developed the standards for success. Under each of these standards, an agency is "green" or "yellow" if it meets all of the standards for success listed in the respective column, and "red" if it has any one of a number of serious flaws listed in the "red" column.

Progress

OMB assesses agency "progress" (on the right side) on a case by case basis against the deliverables and time lines established for the five initiatives that are agreed upon with each agency as follows:

Green : Implementation is proceeding according to plans agreed upon with the agencies;

Yellow : Some slippage or other issues requiring adjustment by the agency in order to achieve the initiative objectives on a timely basis; and

Red : Initiative in serious jeopardy. Agency is unlikely to realize objectives without significant management intervention.
