Dear Mr. President:

 

The members of the President’s Export Council support you and your administration in urging the passage of a comprehensive immigration reform bill.  On the heels of celebrating America’s 230th birthday, we reflect on the history of this great nation - a land that promised freedom and opportunity to those seeking a better life.

 

America has prospered because we have welcomed immigrant populations.  We are an immigrant nation whose culture and economy reflect the very essence of these populations who abide by our laws, work hard, raise their families and trust in the principles upon which the founding fathers built our great county. 

 

The members of the President’s Export Council urge the delivery of a comprehensive reform bill that addresses and resolves the problems of the current immigration system, upholds the ideals of our nation and provides a fair and practical way to move forward. We recommend the passage of a comprehensive bill that includes the following objectives:

 

Ÿ         Secure our borders - Provide trained manpower with the tools to effectively perform their duties.  Those tools should include the latest security innovations and advanced technology, such as biometrics.  The border needs to maintain a balance between being open to trade and lawful immigration and being closed to contraband, criminals, drug dealers and terrorists.

Ÿ         New rules for businesses– make employers more accountable for hiring illegal or undocumented workers by creating an employment verification system that is accurate, timely, and not overly-burdensome.  

Ÿ         H1B Visa – Address the over riding issues for employers and high skilled workers in obtaining the H1BVisa as well as streamlining the process of moving from the H1B visa to green card.

Ÿ         Temporary worker program - Create a clear, legal channel by which employers can get the seasonal and permanent immigrant labor they need, both now and in the future.

Ÿ         Path to legalization--Address the reality that millions of undocumented immigrants are now living and working the U.S. by providing a solution, outside of deportation or amnesty, to deal with the undocumented already here.

 

As American business leaders, we witness first-hand the intrinsic corporate value the immigrant population has on our daily operations and in turn, the U.S. economy as a whole.   Removing undocumented workers from an economy with near full employment would be devastating and counter productive.  In an effort to more fully understand the impact the undocumented immigrant population has on the U.S. business community, we have asked the members of the PEC and other industry leaders how their business and /or industry would be impacted if all undocumented immigrants were removed from the workforce.  

 

Legal and law abiding immigrants are vital to our economy and the prosperity of our nation.  Documented and undocumented immigrants are filling the void - they continue to fill the jobs Americans, for various reasons, are not doing.  Facilitating the movement of high and lower skilled immigrant workers is a critical factor in our efforts towards building a stronger, more effective economy and a more educated, vibrant and diverse nation.

 

Your leadership on this critical business issue has been vital and very much appreciated.  The President’s Export Council stands ready to assist you, your Administration, and the Congress as the debate continues to move forward.
